Frequently Asked Questions for Bulk Consumer

As per E-waste Management Rules 2022 which are effective from 1st April 2023

Bulk consumers mean the Institutes, Banks, Universities, Industries, Companies, Government, or private offices. 

'Bulk consumer' means any entity which has used at least one thousand units of electrical and electronic equipment listed in Schedule I (Click here), at any point of time in the particular Financial Year and includes e-retailer. 


Bulk consumers of electrical and electronic equipment listed in  shall ensure that e-waste generated by them shall be handed over only to the registered  RECYCLER Only.


There are two stages in the informal sector, 

Stage One: 

  • If E-waste has some valuable metals then it goes for processing which contains hazardous chemicals and burning of waste. 
  • This method creates poisonous gases and residue which result in Air pollution, Water Pollution, and Soil pollution. 
  • Chemicals left in river/water sources damage aqua life as well as groundwater in nearby areas.  
  • Workers associated with the informal sector face health issues such as lung disorders.


Stage Two:

  • If E-waste does not have any valuable metal then it is thrown in the landfill.
  • E.g. tube lights, CRT monitors, motherboard, etc contains hazardous material like mercury powder, phosphorous, and cadmium. 
  • If this material gets mixed with water or soil then it can cause serious health issues like paralysis, kidney problems, and liver issues.

Bulk Consumers must demand Form 6 (Yellow Copy) while collecting E-waste from your location. 


Bulk Consumers must demand Form 6 (Green Copy) after the E-waste is received at the recycler's facility. 




Yes, If E-waste contains laptops, hard drives, computers, or any devices that contain data then it is the responsibility of the E-waste Recycler to dispose of the data securely. 



  • Yes, An authorized E-waste recycler gives a recycling certificate to the Bulk Consumer after recycling E-waste as per the Guidelines of the Central Pollution Control Board Delhi. 
  • You can see a sample certificate here.  


Yes, Bulk Consumers can have a Memorandum of Understanding for E-waste for recycling.
