- To ensure that e-waste if found to be mixed with Municipal Solid Waste is properly segregated, collected and is channelised to registered recycler or refurbisher.
- To ensure that e-waste pertaining to orphan products is collected and channelized to registered recycler or refurbisher.
- To facilitate setting up e-waste collection, segregation and disposal systems.
- Conducting training sessions to develop capacities of the urban and rural local bodies.

Responsibility of local body (For Plastic Waste Management)
1. Every local body shall be responsible for developing and setting up infrastructure for the segregation, collection, storage, transportation, processing, and disposal of plastic waste either on its own or by engaging agencies or producers.
2. The local body shall be responsible for setting up, operationalization and coordination of the waste management system and for performing the associated functions, namely:-
- Ensuring segregation, collection, storage, transportation, processing and disposal of plastic waste;
- ensuring that no damage is caused to the environment during this process;
- ensuring channelization of recyclable plastic waste fraction to recyclers;
- ensuring processing and disposal on non-recyclable fraction of plastic waste in accordance with the guidelines issued by the Central Pollution Control Board;
- creating awareness among all stakeholders about their responsibilities;
- engaging civil societies or groups working with waste pickers; and
- ensuring that open burning of plastic waste does not take place.
3. The local body to frame bye-laws incorporating the provisions of these rules.
स्थानिक संस्थेची जबाबदारी (प्लास्टिक कचरा व्यवस्थापनासाठी)
1. प्रत्येक स्थानिक संस्था प्लॅस्टिक कचर्‍याचे विभाजन, संकलन, साठवण, वाहतूक, प्रक्रिया आणि विल्हेवाट लावण्यासाठी पायाभूत सुविधांच्या विकासासाठी आणि स्थापनेसाठी स्वत: किंवा संलग्न संस्था किंवा उत्पादक जबाबदार असेल.
2. स्थानिक संस्था कचरा व्यवस्थापन प्रणालीची स्थापना, कार्यान्वित आणि समन्वय आणि संबंधित कार्ये करण्यासाठी जबाबदार असेल, म्हणजे:-
- प्लास्टिक कचऱ्याचे पृथक्करण, संकलन, साठवण, वाहतूक, प्रक्रिया आणि विल्हेवाट सुनिश्चित करणे;
- या प्रक्रियेदरम्यान पर्यावरणाचे कोणतेही नुकसान होणार नाही याची खात्री करणे;
- पुनर्वापर करण्यायोग्य प्लास्टिक कचऱ्याच्या अंशाचे पुनर्वापर करणाऱ्यांसाठी चॅनेलीकरण सुनिश्चित करणे;
- केंद्रीय प्रदूषण नियंत्रण मंडळाने जारी केलेल्या मार्गदर्शक तत्त्वांनुसार प्लास्टिक कचऱ्याच्या पुनर्वापर न करता येणाऱ्या अंशांवर प्रक्रिया आणि विल्हेवाट सुनिश्चित करणे;
- सर्व भागधारकांमध्ये त्यांच्या जबाबदाऱ्यांबद्दल जागरूकता निर्माण करणे;
- कचरा वेचकांसह काम करणाऱ्या नागरी संस्थांना किंवा गटांना गुंतवून ठेवणे; आणि
- प्लास्टिक कचरा उघड्यावर जाळला जाणार नाही याची खात्री करणे.
3. स्थानिक संस्था या नियमांच्या तरतुदींचा समावेश करून उपविधी बनवतील.

Responsibility of Gram Panchayat
1. Every gram panchayat either on its own or by engaging an agency shall set up, operationalise and co-ordinate for waste management in the rural area under their control and for performing the associated functions, namely,-
- ensuring segregation, collection, storage, transportation, plastic waste and channelization of recyclable plastic waste fraction to recyclers having valid registration; ensuring that no damage is caused to the environment during this process;
- creating awareness among all stakeholders about their responsibilities; and
- ensuring that open burning of plastic waste does not take place
ग्रामपंचायतीची जबाबदारी
1. प्रत्येक ग्रामपंचायत एकतर स्वतःहून किंवा एजन्सीला गुंतवून त्यांच्या नियंत्रणाखालील ग्रामीण भागात कचरा व्यवस्थापनासाठी आणि संबंधित कार्ये पार पाडण्यासाठी स्थापन, कार्यान्वित आणि समन्वय साधेल, म्हणजे-
- वैध नोंदणी असलेल्या पुनर्वापर करणार्‍यांसाठी पृथक्करण, संकलन, साठवण, वाहतूक, प्लास्टिक कचरा आणि पुनर्वापर करता येण्याजोग्या प्लास्टिक कचऱ्याच्या अंशाचे चॅनेलीकरण सुनिश्चित करणे; या प्रक्रियेदरम्यान पर्यावरणाचे कोणतेही नुकसान होणार नाही याची खात्री करणे;
- सर्व भागधारकांमध्ये त्यांच्या जबाबदाऱ्यांबद्दल जागरूकता निर्माण करणे; आणि
- प्लास्टिक कचरा उघड्यावर जाळला जाणार नाही याची खात्री करणे

E-waste Management Rules(Nov 2022) are effective from April 1, 2023.
Who is bulk consumer?
Bulk consumers mean the Institutes, Banks, Universities, Industries, Companies, Government, or private offices.
'Bulk consumer' means any entity which has used at least one thousand units of electrical and electronic equipment listed in Schedule I (Click here), at any point of time in the particular Financial Year and includes e-retailer.
Responsibilities of bulk consumer
Bulk consumers of electrical and electronic equipment listed in Schedule I shall ensure that e-waste generated by them shall be handed over only to the registered producer, refurbisher or RECYCLER. (Click here)

मोठ्या प्रमाणात (बल्क) ग्राहक कोण आहे?
'बल्क कंझ्युमर' म्हणजे कोणतीही संस्था ज्याने विशिष्ट आर्थिक वर्षात कोणत्याही वेळी शेड्यूल I (अधिक माहिती) मध्ये सूचीबद्ध किमान एक हजार युनिट्स इलेक्ट्रिकल आणि इलेक्ट्रॉनिक उपकरणे वापरली आहेत आणि त्यात ई-रिटेलरचा समावेश आहे.
